The SingingTower predates the HighCourt by a good margin, and possesses WindHarps built into the structure after the creation of the Harmony-related posts on the CircleOfSix. It serves as a place of rest for those allied to the Harmonies as well as a courtly retreat. The Eastern side of the bulwark it's built into houses the SmokeFoundries, while the Western side holds the gardens and more enjoyable public spaces, untouched by the smoke and grime.
I am uncertain who profits from the foundries, but the gardens enrich the gossiper.

Comments, contrivances, lies, omissions
The tower's a fine place, neutral territory for all. I've used it from time to time to visit my less outrageous friends.
Sneaking away from the tower, on the other hand, that requires some doing dearies.
