The Zebra Atoll used to be a fine shadow port but its own seedy reputation has ruined it. Too many High and Deep court noble pups slumming it to make it a viable market for crime.
Sad really.

The Bluefins are in and out of the place constantly, but they can't do as they please excepting on the outskirts of the Atoll. The rumor is that somewhere in the deepest and most plankton-clouded parts of the Atoll there is a secret prison or perhaps a weapons cache.
Certainly, despite all of their traveling in and out, the Bluefins do nothing much to improve the area.
